Thinking of Transferring Fostering Agencies? Here’s How It Works and Why It’s Easier Than You Think

A foster carer hugs two smiling children, all facing forward, set against a cheerful yellow background with bold pink text that reads “Transferring Fostering Agencies.” The Apex Fostering logo is shown in the corner.

If you're already a foster carer and considering switching to a different agency or local authority, you’re not alone, and you’re not stuck. Transferring fostering agencies is more common than many people realise, and at Apex Fostering, we’re here to ensure it’s a smooth, respectful, and supportive process from the very first step.

In fact, over half of our current foster carers joined us after fostering with someone else. One common reason? Feeling unsupported.

“The difference at Apex was immediate. I met the Director before I even signed anything, and it just felt human, like they really wanted to get to know me, not just ‘sign me on’. I’ve felt valued ever since.” — Apex Foster Carer Charlene (formerly with another agency)

Yes, You Can Transfer, And It’s Simpler Than You Might Think

Whether you’re currently fostering through another independent fostering agency or a local authority, you have the right to transfer. Foster carers are self-employed, which means you can choose the agency that aligns with your values and offers the best support for you and the young people in your care.

There’s even a nationally recognised guide that outlines the process — the Transfer of Foster Carers Protocol — developed by The Fostering Network. It ensures transfers are carried out ethically, with the child’s best interests at heart.

How Transferring Fostering Agencies to Apex Fostering Works

We’ll walk with you every step of the way. Here's what the journey looks like:

1. Let’s Meet

We’ll arrange a relaxed, no-pressure chat with our Director to answer your questions and explore whether Apex is the right fit for you.

2. Intent to Transfer

If you choose to move forward, the next step is to notify your current agency of your intent to transfer. We can only start the official process once you've given this written notice.

3. We Handle the Paperwork

Once you've declared your intent, we’ll contact your current agency to request your records and begin updating your Form F; the document that outlines your experience, skills, and fostering journey so far. We'll also carry out any additional checks as needed.

4. Protocol Meeting (If you are caring for a foster child)

If a child is currently placed with you, a protocol meeting will be held with your local authority, your current agency, and Apex. This ensures everyone is aligned on the child’s needs and the best timing for transfer.

5. Panel & Notice

After your updated Form F is complete, you’ll attend our fostering panel for approval. Once approved, you give 28 days' notice to your current agency, and then you’re officially part of the Apex family.

That’s it. No hidden complications. Just a transparent, ethical process with people by your side throughout.

Why Foster Carers Transfer to Apex

Here’s what we often hear from carers who’ve made the switch:

  • They felt unsupported by their previous agency, especially during challenging times. 60% of foster carers report having considered resigning, with lack of support being the main reason for 54% of carers (The Fostering Network)

  • They wanted a more personal, family-feel environment, where staff knew their name and genuinely cared.

  • They needed stronger support services, like access to a psychologist, behavioural specialists, and dedicated counselling (which we provide at Apex).

  • They wanted to align with an agency that shared their values of putting children’s wellbeing at the centre, not profit.

We don’t just “take on” carers, we build intentional relationships. That’s why our Director meets every carer before they join. Because fostering is about trust, care, and fit — for you, and the child.

“Apex have been their every step of the way holding our hands and guiding us through ups and downs and you never feel on your own, from their support groups, to days out and 1:1 in person or over the phone 24/7 support from their knowledgeable management team.” - Apex Foster Carer, Danny

We’re the Right Fit for the Right Carers

At Apex, we take our time to ensure we’re the right agency for you — and you’re the right carer for us. We’re a values-led agency, and proud of it. We only work with carers who are truly committed to children’s wellbeing and who thrive in a supportive, community-first environment.

You’re Never Just a Number

When you transfer to Apex, you’ll never feel like “just another carer.” You’ll be part of a close-knit team where you’re seen, heard, and valued. From your first phone call to your final panel, and every day after, we’ll walk the journey of successful fostering together.

So, if you’ve been thinking about a change, now might be the time. Even a short chat could open the door to a more fulfilling fostering journey.
